Search for Barlow Park Stadium builder begins

National contractors with large-scale infrastructure experience, and a Far North Queensland flavour, have been invited to lodge for prequalification to build the upgraded Barlow Park Stadium in Cairns.
The Invitation for Prequalification (IFP) for the Barlow Park Delivery Contractor is now open until Thursday 6 August 2026 05:00 PM.
Successful companies from the IFP will then take part in the Invitation to Offer where GIICA will evaluate the shortlisted tenderers before deciding on the successful contractor.
Applicants must meet all mandatory and eligibility criteria to be considered for progression to the next phase of the Procurement Process including compliance with Queensland Procurement Policy 2026 and registration with the Queensland Building and Construction Commission (QBCC).
Contractors must also “possess a local presence, including an address of a registered office within the Cairns Regional Council area and number of locally based employees”.
The scope of the works includes the completion of design from preliminary design through to schematic design, design development to Issued for Construction design documentation, construction, handover and pre-commissioning of the upgraded Barlow Park Stadium in readiness for handover to the venue owner.
The Project includes design and construction of a new western grandstand increasing seating from around 1,700 up to 5,000, incorporating an integrated entry spine, ticketing and entry facilities, food and beverage outlets, public amenities, change rooms, recovery and warm-up areas, and function, corporate, and flexible multi-purpose spaces.
The first stage of early works at Barlow Park is due to commence from mid-September 2026 as Cairns Regional Council begin essential service relocation works across the site, including power and water. These works require the temporary closure of the stadium to ensure they can be carried out safely.
Once Council-led works are complete, GIICA will begin the stage two of early works in late 2026. This will include GIICA establishing a site presence, demolition of the existing grandstand and initial site preparation.
Limited athletics and community use is expected to resume from 2027, subject to works progressing as planned. Main construction works are then expected to begin from mid-2027.
